Kelly, a veteran Democratic lawmaker and former chair of the Illinois Democratic Party, is the second major Democrat to enter the 2026 primary race, following Lieutenant Governor Juliana Stratton. The fire service can reduce arson and its effect by informing residents of measures to safeguard their property, homes, and buildings. The National Fire Protection Association (NFPA) reported fire departments responding to an annual average of 52,260 intentionally set structure fires from 2014 to 2018.
