URBANA, IL (Chambana Today) – Urbana residents will soon see a shift in their electricity billing as the city’s municipal electric aggregation contract with Constellation comes to an end. The expiration of the contract means that eligible accounts will revert to Ameren’s Basic Generation Service unless residents choose a different electricity provider.
According to a statement from the City of Urbana, residents have received or will shortly receive a notice from Ameren confirming the contract’s conclusion. The City sought pricing for a new aggregation contract but reported that market rates were not favorable. Officials plan to revisit aggregation opportunities in the spring of 2026.
In the meantime, residents have three options:
- Stay on Ameren’s Basic Generation Service (BGS)
 - Subscribe to a community solar program
 - Select an alternative retail electric supplier
 
City officials note that if residents remain on BGS for two full billing cycles, they will be locked into that service for an additional 10 months. Additionally, residents under a separate electric supply contract in the spring will not be automatically re-enrolled if the City secures a new aggregation deal.
Municipal aggregation allows the City to negotiate bulk electricity rates on behalf of its residents. When a contract is active, eligible households are automatically enrolled, though they may opt out at any time. For now, the City advises residents to review their options carefully and visit www.urbanail.gov for updates and more information about electric supply choices.
